Dr Morgan Pillay is currently Senior Advisor: Infrastructure Finance for GIZ PIDA. He previously occupied the following positions:
Morgan has almost 29 years of experience in Infrastructure Development and Finance within the government and private sector. He has been involved with physical infrastructure planning, implementation and finance within South Africa and has also participated in projects in the SADC region. Morgan while at Standard Corporate and Merchant Bank (SCMB) has focused his attention on the private provision of infrastructure in the Southern African context. At SCMB Morgan was intimately involved in both Public Finance and Project Finance transactions.
Through participation in policy formulation, grass roots development project implementation and finance as well as extensive international training and exposure to different finance systems he is a leading African expert in the development finance sector.
Morgan obtained his BA and BA (Hons) (Process Hydrology) from the University of Durban Westville and his MA (Urban Hydrology) from the same University. Morgan has also completed the Management of Development Programme with the World Bank and the Public Private Partnership in Infrastructure Investment Course offered by the Institute of Public Private Partnerships (IP3) in Washington. He holds a PHD in Economics (Development Finance). He one of Africa’s development finance expert that has both theoretical and practical experience in the infrastructure finance sector.
